Removed the 'Getting Informed' section with resources on Android developer verification.
Added section on how to add a banner for Android installation restrictions.
Added a markdown callout to warn users about Android's 2026 installation restrictions.

I think I'd prefer that the GitHub markdown sample be added as an addendum to the existing banner.md page, just to keep the number of different pages down. It's not exactly a "banner", but it is close enough. |

Wrote a banner for Repos that will be effected by this to add to their README. Fell free to adjust it
